How we made this estimate

Compiled in October 2026 from five independent sources plus All Citizens' own product, pricing and policy pages. We did not wear the underwear ourselves, and nothing below is written as though we had.

The source mix: two menswear publications whose writers wore the garments (The Modest Man, The Adult Man), one product-testing site (duuude), two buyer-review platforms (Trustpilot, Thingtesting), and the merchant's own spec sheets and policy pages for anything measurable. Where a figure is self-hosted by the merchant, such as its on-page star ratings, we label it rather than folding it into the consensus.

What All Citizens actually sells

All Citizens is a direct-to-consumer men's performance basics brand, run on Shopify out of Jackson, Wyoming. Its own homepage pitch is unsubtle: “The Best Underwear for Men: Comfort, Fit and Performance at an affordable price.”

The underwear range is four generations of one patented idea. Re:Luxe carries Paradise Pocket Gen I from $20, Elite II and Elite Air II carry Gen II from $20 and $28, and the Apex III carries Gen III from $34.

Every generation adds a mesh internal pouch that separates your anatomy from your thighs, “Power Grip” laser-cut silicone leg bands, and a horizontal fly the brand calls Quick Access. Sizes run XS to 4XL in three inseams, with standard, athletic and longer leg cuts.

Fabric is the main technical claim. The Elite II is 90% recycled polyester and 10% spandex; the Apex III adds metal at 82% recycled polyester, 8% silver and 10% spandex, with a product-page claim that the EcoSilver yarn “neutralizes 99.9% of odor-causing bacteria” and diverts two plastic bottles per pair from landfill.

The catalogue reaches past underwear into performance dress shirts, polos, undershirts, Titan training shorts, Edition hoodies, Odyssey waterproof bags, aluminium aviators, socks, belts and magnetic drinkware. That breadth matters because the volume discounts are mix-and-match across the whole store.

What every source agrees on

Three things, and they explain the following this brand has.

The leg grip works. It is the single most repeated observation across all five independent sources. One Trustpilot customer singled out the Elite Air II's silicone bands in October 2025 as the first pair that actually delivered on an anti-ride-up claim other brands had made and missed.

The fabric survives the wash. Brock McGoff at The Modest Man reported colour and shape holding through many cycles. The duuude crew scored material quality 9/10 and said that after repeated washes the briefs “felt and wore like we just got them shipped to the door.”

The price undercuts the obvious comparisons. The Adult Man put it as “similar quality in their boxer briefs at less than half that price” against competitors around $40. SAXX BallPark Pouch styles mostly sit at $33 to $34; Shinesty's Ball Hammock line lists around $29.99.

Where the reviews split

The 2.5 on Trustpilot against the 4.8 on Thingtesting looks like a contradiction. It mostly is not.

Fourteen reviews is a sample so small that two bad weeks would move the number by a full star, and Trustpilot attracts people whose order went wrong. Thingtesting attracts people who chose the brand on purpose. Read together they describe the same company: a product people like and a back office people do not.

The real disagreement is about the pouch, and it breaks on anatomy and generation. One Thingtesting critic took the internal panel apart, saying it is “only stitched in at the top and bottom” and so “does absolutely nothing.” Apex III buyers describe the Gen III redesign fixing exactly that complaint, one writing that previously “you had to lift the boys into the pouch, these ones they just fall right into place.”

Fit is the other split, and it is about your frame rather than the garment. McGoff writes at 5'6″ and 125 lb, and the items he told readers to skip were the ones where rise and length scale badly to a shorter build. If you are tall, his warning about the training shorts may not apply to you at all.

Those reference prices deserve a raised eyebrow. A $79 crossed-out figure beside a $36 shelf price is not a discount anyone has ever paid, and the Elite II's $42 against $27 reads the same way. Judge the brand on the shelf price, which is genuinely good, and ignore the strikethrough.

The discounting that does matter is structural rather than seasonal. A sitewide mix-and-match ladder pays you for volume, starting at 10% off three items and reaching four free items on a cart of fourteen. Subscribing adds a second ladder on top, from an extra 8% at three items to an extra 20% at ten, which the brand totals at up to 28% off every order, cancellable or skippable after two deliveries.

Then there are the programmes. Military personnel, first responders, government employees and teachers get up to 25% through GOVX ID verification, which issues a single-use code at checkout. Referrals give your friend 10% and pay you a $20 gift card once they spend $50 or more. US shipping is $4.98 under $74 and free over $75, excluding Hawaii and Alaska, and Afterpay splits orders above $150 into four payments.

The deepest prices are on the clearance collection, where previous-generation stock runs to 60% off and classic underwear bundles drop to $4.80 a pair against a $20 list price. That is the best value on the site and also the riskiest purchase on it, for the reason in the next section.

Clearance and GQ Box items are final sale. No returns, no exchanges, no size swap. Buying ten pairs at $4.80 is excellent value only if you already know your size and fit in this brand, which on a first order you do not.

What owners complain about

The returns policy is the weak point, and it is worth reading before you order rather than after.

The First Garment Guarantee is genuinely generous: your first item from any product category can be returned or exchanged free, with return shipping covered, no questions asked. It exists because fit in this category is a gamble and the brand knows it.

Everything after that first item is tighter. The window is 30 days, items must come back unopened, unused and in original packaging, and the refund has a $7 restocking fee, the return label cost and the original shipping and fulfilment cost deducted from it. Underwear and socks cannot be returned at all once “tried on or taken out of its individual package.”

Read those two clauses together and the practical effect is clear: on any order after your first, you can return underwear only if you never opened it. One customer told Trustpilot in May 2026 that a defective pair was refused a replacement or refund on exactly that basis. Another reported in October 2025 receiving $6.89 back on an unopened return instead of roughly $55.

Support and fulfilment draw the rest of the complaints. A customer in April 2026 described a three-pack arriving in several shipments with one item never turning up, calling the product comfortable and the service “poor.” Another in November 2025 waited three weeks with no shipment confirmation and could not get an AI chat agent to cancel the order.

Quality control gets a mention too. A December 2025 post measured two supposedly identical replacement pairs and found grip bands of 19.5 inches and 18 inches, which in a garment sold on its leg grip is not a trivial variance.

A handful of accounts is not the typical experience, but the pattern across them is consistent enough to plan around: order small, order once, keep the packaging.

Will it work outside the US?

Partly, and the fine print is where it bites. Hawaii, Alaska, US territories and all international orders are excluded from both the free-shipping threshold and the free first-item return.

Who should buy, who should skip

Buy if:

  • You are in the continental US and can trial one pair free before committing
  • Ride-up and thigh chafe are your actual problem; that is what the brand is engineered around
  • You wear beyond a standard size range. XS to 4XL in three inseams and three leg cuts is unusually broad here
  • You restock underwear in batches, where the volume and subscription ladders genuinely pay

Skip if:

Ten Thousand, for gym bottoms. The Modest Man names it the better buy over All Citizens' training shorts, which he found overpriced with too long a rise.

For the boxer briefs, yes, on the evidence we read. Five independent sources agree the silicone leg grip and the pouch do what they claim, at $20 to $36 against $33 to $34 for SAXX's comparable range. Does the Paradise Pocket actually work?

For most customers, yes. Buyer posts on Thingtesting and Trustpilot centre on reduced chafe and genuine anti-ride-up hold.
